Dog Ran Over: EXCO Committed to Take Action

Following a viral incident involving an outsourced enforcement by the city council

Johor state government’s Johor Housing and Local Government Committee chairman, Datuk Mohd Jafni Md Shukor, has vowed to stay committed to taking action on a recent dog-run-over incident caught on CCTV that went viral, pointing to outsourced enforcement by the city council.

In a statement on his official Facebook post, Jafni has emphasised that every enforcement operation related to the capture and disposal of stray dogs in local authority areas must be carried out in a controlled, prudent manner and in full compliance with the Standard Operating Procedures (SOP) for the Capture and Disposal of Stray Dogs set by the Ministry of Housing and Local Government (KPKT).

“The Johor State Government, through the Johor Bahru City Council (MBJB), takes the stray dog incident in the Puteri Wangsa area on 15th May 2026 seriously and will never tolerate any form of negligence, misconduct, or non-compliance with the standard operating procedures (SOP) that have been established,” he said in the statement.

“Any action that violates the SOP, tarnishes the image of enforcement or causes public unrest will not be protected by the state government.”

In the statement, MBJB has conducted an internal investigation following the incident and found that the individuals involved were employees of the contractor appointed to carry out the stray dog ​​nuisance elimination operation.

“In this regard, a show-cause letter has been issued to the contractor for failure to comply with the SOP and the conditions of appointment that have been set.”

“At the same time, MBJB has also filed a police report to allow further investigation by the authorities if there are elements of negligence, misconduct, abuse of power or violation of the law in this incident.”

“If the investigation results in a violation of SOP or negligence, strict and uncompromising action will be taken, including suspension of operations, termination of contracts, blacklisting and legal action against the responsible party,” he added.

On behalf of the state government, Jafni also reminds the public that, under the Licensing of Dogs (City Council of Johor Bahru) By-Laws 1995, every pet owner is responsible for ensuring that dogs are kept under control and not released freely without supervision, as this can disrupt public order and endanger community safety.

“The Johor State Government and MBJB remain committed to ensuring that every enforcement operation is carried out professionally, with integrity and in compliance with the law in order to maintain public safety, animal welfare and community harmony,” he concluded his statement.
