Johor Menteri Besar Datuk Onn Hafiz Ghazi on his 100th day of administration has given out a mandate of six items at the Persada International Convention Centre (PERSADA), on the 14th of June.
The youngest Menteri Besar hopes that Johor will become a developed state by 2030 as part of his commitment to continue serving the state in the best interests of its citizens.
The six cores to drive Johor towards his said vision are Good Governance, Economic Development, Social Safety Net, Facilities, Basic Needs and Johor Youth.
Good Governance
Onn Hafiz said Good Governance was the main basis of his administration because the efficiency and effectiveness of the administration of a government depended on the best governance practices or good governance at all levels.
He stated that in addition to putting into practice the Johor Government’s Anti-Corruption Plan 2021–2025, which was introduced at the end of last year in an effort to develop the work culture with integrity and quality, the state government would also put into practice the “No Rewards Policy.”
“Under my leadership, governance is placed as the first core of the Johor State Development Plan. It is an important indicator supporting the other core components that I will share,” he said in a message that was also posted live on his Facebook page.
Also present were Johor State Secretary Tan Sri Azmi Rohani, Johor Police Chief Datuk Kamarul Zaman Mamat and members of the Johor State Executive Committee.
The message was delivered in front of an estimated 1,600 civil servants.
Economic Development
Onn Hafiz also stated that the focus was on the core of economic development by focusing on Johor to improve all economic sectors that help the state’s Gross Domestic Product (GDP) to continue to expand rapidly in the coming year.
By 2030, Johor should have an economy that is more than twice as large as it is now, or a GDP of RM260 billion, according to him.
Although the value required for Johor’s economy to expand about 7% annually is huge, he is certain that it is not impossible to attain if all parties are committed and determined to achieve it.
“We have to ensure that the economic cake is enlarged so everyone will have an opportunity to receive a larger slice,” he noted.
He stated that efforts to attract high-quality investments must be stepped up, including embracing foreign investments with welcoming hands by making it easier to do business for all investments.
“An accommodating economic strategy and quality investments must be introduced rapidly, particularly in the face of the disruptive era.”
“However, we are aware that government funding for economic growth is limited due to state and federal spending.” Therefore, we must step up efforts to attract high-quality investments that can offer the best added value and create high-paying jobs for the people, he said.
Social Safety Net and Facilities, Basic Needs
Aside from the five key components of the Social Safety Net, such as road maintenance, housing, water supply, internet and telecommunications, and food supply, the state government has identified 3,000 acres of land to be cultivated with high-value crops for both domestic and global exports.
“I urge that we also control every activity in the food economic value chain so that the desire of ‘From farm to fork’ becomes a reality,” he said.
Johor Youth
Onn Hafiz said in an effort to polish the talents of almost two million Johorean, 50% of them are Johor youths, the state government would implement five youth development modules, namely Education, Leadership, Entrepreneurship, Sports and Recreation and Volunteerism as well as creating a leadership school.
“These modules are very important for us to ensure that the young generation of Johor becomes capable, competent, resilient and competitive human capital and able to face any future challenges and continue to add value to the progress and success of Johor.
The role of government agencies and NGOs such as Dato Onn Institute (IDO), Southern Volunteers (SV), Johor Youth Council (DMJ), Human Capital Strategy (SMI), Johor Youth Council (MBJ), Felda Malaysia Youth Council (MBFM), JOYDEC, Johor State Sports Council (MSNJ), Anak Johor Student Association and many more are very important to make this agenda a success,” he said.
