To empower consumers and support industry growth, the Malaysian content environment relies on self-regulation. Content self-regulation is the responsibility of everyone who creates, distributes, and consumes it. Broadcasters, content makers, advertisers, social media influencers and others fall into this category. We can all continue to enjoy material while maintaining our rights and safety thanks to self-regulation.

The Communications and Multimedia Content Forum of Malaysia (Content Forum), with the support of the Malaysian Communications and Multimedia Commission (MCMC), is conducting a nationwide public consultation exercise as an industry forum established to oversee and promote self-regulation of content over the electronic networked medium. The exercise will run from the end of September to the beginning of November 2021, with the goal of gathering public feedback on proposed amendments to the Malaysian Communications and Multimedia Content Code (Content Code).

What is Content Code?

Content Code is a key reference point for everyone; outlining best practices and standards for responsible content creation and consumption across all digital media platforms.

The review of the Content Code will tackle policy gaps in content regulation and will help consumers to better practice self-regulation.

Everyone has been given the opportunity to contribute to the new version of the Content Code, as it will continue to be a reference for the interpretation of offences under Section 211 and Section 233 of the Communications and Multimedia Act 1998.

The final draft of the new Content Code will take into account the public consultation findings before it is submitted for registration by MCMC.

Why Public Consultation is Needed?

The primary goal of this public consultation is to guarantee that good practices in the content ecosystem are maintained, thereby improving consumer protection.

Guide all content makers and protect consumers on the development of material and marketers, including those who exploit religion, children, and third parties such as influencers who do not disclose sponsored agreements are among the proposed amendments.

The modifications also strengthen and protect the rights of people with disabilities (PWDs), as well as protect the general public from online harassment and gender-based violence.

How to Chip in Your Opinion?

Members of the public are encouraged to participate in this public consultation in order to ensure that the Content Code version 2021 addresses the current demands and concerns of consumers. The website www.contentforum.my has further information about this exercise.

The Content Forum will continue to try to be a proactive forum by engaging the public on a regular basis through a variety of methods, including conversations, forums, workshops, surveys, and other immersive activities.
